About 250 port watchmen in Southern California could stop more than half of the nation's busiest container complex as early as November 1, and if your vessel is fixed for Los Angeles or Long Beach, that is not somebody else's problem. It is your laytime, your demurrage, and your weekend. As experienced vessel agents serving Washington and Oregon ports, Talon Marine Services has watched this movie before. The ending depends on who is reading the script for you.
Here is what the latest reporting from gCaptain says, why Pacific Northwest ports should be on your radar this week, and how a boutique ship agency with 175 years of combined experience keeps your interests protected before, during, and after every port call. Need answers right now? Our 24-hour line is +1 (206) 674-4584.
According to gCaptain, a labor dispute involving ILWU (International Longshore and Warehouse Union) Local 26 watchmen could disrupt operations at eight marine terminals in the ports of Los Angeles and Long Beach as early as November 1. The affected locations are APM Terminals, Long Beach Container Terminal, Total Terminals International, SSA C-60, SSA A-90, SSA LB 206, Pacific Container Terminal, and OH 55.
The PMA (Pacific Maritime Association), which represents the terminal employers, puts the number of watchmen at roughly 250. That is about 2 percent of the union workforce at the two ports. Small number, big lever: those terminals handle roughly 85 percent of Long Beach cargo and about a third of Los Angeles cargo, and other ILWU members are not expected to cross a Local 26 picket line. No watchmen, no gate, no yard, no vessel operations.
The timing is about as bad as it gets. Los Angeles and Long Beach both set all-time monthly cargo records in September, moving a combined 2.04 million TEUs (twenty-foot equivalent units). The previous Watchmen's Agreement expired on July 1, 2025, talks have dragged on for more than a year with federal mediators in the room, and the union says nothing of value has come out of it. The notice does not confirm a strike will happen, and nobody knows how wide the disruption would be. That uncertainty is exactly the point. Anyone who remembers the 2023 West Coast slowdowns, or the 2012 clerical strike that stacked ships at anchor off San Pedro, knows that a maybe is enough to wreck a voyage plan.
If you have tonnage headed for Southern California in the next two weeks, call Talon Marine Services at +1 (206) 674-4584 before you commit. We are a full port agency and a protective agency, and we answer the phone around the clock.
When Southern California sneezes, the rest of the West Coast gets a phone call. Washington and Oregon ports are not just the backup plan. For a lot of cargo, they are the better plan, strike or no strike. Seattle and Tacoma offer deep-water berths and rail connections that reach the Midwest faster than most people assume. Grays Harbor is a working port with real capacity for breakbulk, logs, grain, and project cargo. The Columbia River system, from Portland and Vancouver up through Longview and Kalama, is one of the busiest grain and bulk corridors in the country.
The catch is that diverting a vessel is not a matter of pointing the bow north. Every port on this coast has its own pilotage requirements, tide windows, terminal quirks, berth availability, customs and documentation routines, and a local cast of characters who can make a port call smooth or painful. A big corporate agency with a call center and a vessel-count mentality will file your diversion like a change of address. A local ship agency that works these ports every day will tell you which berth is actually open, who to call at the terminal, and what it will really cost.
Talon Marine Services has offices in Seattle, Montesano (Grays Harbor), and Portland covering Columbia River operations, plus an office in Athens, Greece for our international principals. Our agents know these ports by first name, and we know you by first name too. That is what a boutique ship agency is for.

The cheapest port call is the one you understood before you signed the charter party. Our pre-fixture services exist for weeks exactly like this one. Before you fix a vessel for any West Coast port, we can tell you what the berth situation looks like, what the labor picture is, what the proforma disbursement account will run, and whether the lineup at your intended terminal is realistic or wishful thinking.
Right now, that means a frank conversation about Los Angeles and Long Beach exposure. Does your cargo have to go to an affected terminal? Is there a Pacific Northwest alternative that keeps the voyage profitable? What happens to laytime if the gates close on November 1 and your vessel is sitting at anchor off Long Beach? These are not questions you want to be asking after the fixture is done. Having a firm grasp on the business beforehand can make all the difference, and that is not a slogan, it is the invoice you did not have to pay.
Talon Marine Services pre-fixture advice is one phone call away: +1 (206) 674-4584, 24 hours a day.
A labor dispute is where a ship agent earns the fee. Under a full port agency appointment, Talon Marine Services handles the entire port call: pilots, tugs, berth bookings, linesmen, customs and immigration, crew changes, provisions, bunkers, surveys, and the small daily fires that nobody puts in the brochure. During a strike or slowdown, that list grows. Berth windows move, terminals close with little notice, pickets appear, and the agent who is physically in the port and on a first-name basis with the terminal is the one who finds out first.
Then there is the question of whose side your agent is on. If the charterer appointed the agent, the charterer's interests come first. That is not villainy, it is the job description. A protective agency appointment from Talon Marine Services puts an experienced, bonded, insured, and certified agent in the port whose only loyalty is to you, the owner or operator. We review the disbursement account line by line, verify that time logs and notices of readiness are accurate, keep an eye on laytime and demurrage exposure, and make sure that a labor disruption does not quietly become a bill with your name on it. Not big on the charterer's agent? Don't go it alone. We'll keep them honest.
Our documentation department backs all of this up. Customs entries, cargo documents, crew lists, port clearances, and the paperwork that every delay generates get handled by people who have done it for decades. When a strike pushes a vessel from one port to another, the documents have to move just as fast as the ship.

When a strike threat drops on a Monday and your principals in Athens, Singapore, or Houston want answers before their coffee, you need port information that does not require waking somebody up. The Talon Marine Services Operations Desk is a web-based platform for instant proforma DAs (disbursement accounts), port information, vessel lineups, and statistics for North American ports. If you are weighing Long Beach against Grays Harbor or the Columbia River, you can pull a proforma for each and compare before you ever pick up the phone.
Once the vessel is fixed, the Virtual Agent Portal keeps every cargo and voyage detail, every document, and every update in one secure post-fixture database. Owners, operators, charterers, and brokers see the same information at the same time, which during a port disruption is worth more than any amount of reassuring email. No digging through inboxes at 2 a.m. to find out whether the vessel sailed.
Want a login? Ask us. Want a human instead? That works too. Our staff is available every hour of every day of the year at +1 (206) 674-4584.
Nobody can tell you whether the Local 26 watchmen will walk out on November 1. What we can tell you is that the vessel operators who come through disruptions in good shape are the ones with a local agent who was already watching, already talking to the terminals, and already running the numbers on the alternatives. That is the difference between a boutique ship agency and a corporate one that counts you as vessel number 4,218.
Talon Marine Services serves Seattle, Grays Harbor, Portland, Longview, and the full Washington and Oregon coast, with pre-fixture services, full port agency, protective agency, documentation, the Operations Desk, and the Virtual Agent Portal under one roof. Our agents are bonded, insured, and certified, and many are nationally and internationally recognized in the industry.
